This independent review was commissioned in February 2024 by the Secretary of State for Science, Innovation and Technology. The aims of the review are as follows:
Identifying obstacles to accurate data collection and research on
sex and on gender identity in public bodies and in the research system
Setting out good practice guidance for how to collect data on sex and gender identity
All public bodies, as defined by the Cabinet Office, are in scope of
the review. The review also considers research institutions and
organisations from outside the public sector, where relevant to the aims
of the review. The review is UK wide, respecting the devolved nature of
areas of responsibility within the research and development landscape
and the collection of relevant areas of data and statistics.
This report concerns data and statistics. A further report will
examine barriers to research. The review is led by Professor Alice
Sullivan, University College London, assisted by policy analysts Murray
Blackburn Mackenzie, and Dr Kathryn Webb, University of Oxford.
This section highlights 10 key recommendations before providing the full set of detailed recommendations below.
1. In line with the UK Statistics Authority (UKSA) Inclusive Data Taskforce recommendations, [footnote 4] data on ‘sex, age and ethnic group should be routinely collected and reported in all administrative data and in-service process data, including statistics collected within health and care settings and by police, courts and prisons’.
2. Data on sex should be collected by default in all research and data collection commissioned by government and quasi-governmental organisations. By default, both sexes should be included in all research, including clinical trials, and sex should be considered as a factor in analysis and reporting. As a general rule (with some obvious exceptions), a 50/50 sex ratio is desirable in studies.
3. The default target of any sex question should be sex (in other words, biological sex, natal sex, sex at birth). Questions which combine sex with gender identity, including gender identity as recognised by a Gender Recognition Certificate (GRC) have a mixed target. Sex as a biological category is constant across time and across jurisdictions, whereas the concept of ’legal sex’ subject to a GRC may be subject to change in the future and varies across jurisdictions. Using natal sex future-proofs data collection against any such change, ensuring consistency.
4. The form of the question should follow the UK Censuses (England and Wales, Northern Ireland, Scotland) question and response categories.

5. As sex and gender identity are distinct concepts, questions which combine sex and gender identity in one question should not be asked. We have observed a trend for questions which attempt to combine sex and gender diverse identities in one question. Such hybrid questions aim to solicit information on sex from the majority of respondents but on gender identity from some respondents. As such, the target of the question is muddled. Questions that mix sex and gender risk organisations being in breach of the PSED, as they do not identify either the protected characteristic of sex or the protected characteristic of gender reassignment.
6. The word ‘gender’ should be avoided in question wording, as it has multiple distinct meanings, including:
a synonym for sex
social structures and stereotypes associated with sex
gender identity
If a question targeting gender identity is worded as a question on gender, this is likely to mislead many respondents. Questions on sex have also often been labelled as ‘gender’. Change in the use of the term ‘gender’ means that it is important that questions on sex are labelled explicitly as such.
7. The NHS should cease the practice of issuing new NHS numbers and changed ‘gender’ markers to individuals, as this means that data on sex is lost, thereby putting individuals at risk regarding clinical care, screening, and safeguarding, as well as making vital research following up individuals who have been through a gender transition across the life course impossible. In the case of children, this practice poses a particularly serious safeguarding risk, and should be suspended as a matter of urgency.
8. Questions on sex and/or gender identity should not contain an additional category for people with DSD (Disorders of Sexual Developmente) conditions, sometimes also known as ‘intersex’. People with DSD have a sex, they are not a third sex or sexless category, and to imply that they are is likely to cause offence. DSD is an umbrella term without a single agreed definition, and the question of which conditions are included is contested. Under conventional definitions, people with DSD are estimated to make up 0.018% of births, i.e.fewer than 2 in 10,000. Asking for DSD status is highly intrusive, poses a risk of identifiability, and is unwarranted given the lack of analytical use for data on such a small group. Asking for this information would need to be via a distinct question, not part of a question on sex or gender identity and is likely to be justified only in the context of specialist medical studies.
9. Data providers often default to using ONS Census questions. However, the ONS 2021 Census question ‘Is the gender you identity with the same as your sex registered at birth’ has been shown to be flawed [footnote 5]. The Office for Statistics Regulation (OSR) has stated that the statistics produced by this Census variable do not comply with important quality aspects of the Code of Practice for Statistics and has de-accredited these as official statistics [footnote 6]. This question (and variants of it) should not be used.
10. As organisations increasingly seek to collect data on gender identity, the problems identified with the ONS 2021 Census question have left a user need for a simple question which can be used in data collection with the general population. Organisations wishing to collect data on gender identity will need to be clear on the target of their question.
We have identified 3 distinct possible targets for such a question:
The protected characteristic of gender reassignment
Trans identification
Identification as trans and/or gender diverse

McCaul, will help inform the public debate about the viability of a laboratory
accident being the source of SARS-CoV-2. It is vital the public discourse surround
the Wuhan Institute of Virology is transparent, honest, and detailed.
It is the opinion of Committee
Minority Staff, based on the preponderance of available information; the
documented efforts to obfuscate, hide, and destroy evidence; and the lack ofphysical
evidence to the contrary; that SARS-CoV-2 was accidentally released from a
WuhanInstitute of Virology laboratory sometime prior to September 12, 2019.
The virus, which maybe natural in origin or the result of genetic manipulation,
was likely collected in the identified cave in Yunnan province, PRC, sometime
between 2012 and 2015. Its release was due to por lab safety standards and
practices, exacerbated by dangerous gain-of-function research being conducted
at inadequate biosafety levels, including BSL-2. The virus was then spread throughout
central Wuhan, likely via the Wuhan Metro, in the weeks prior to the MilitaryWorld
Games. Those games became an international vector, spreading the virus to
multiple continents around the world.

identified in this report to respond to the issues raised herein andprovide
clarity and any new or additional evidence as soon as possible. As always,

supports or contradicts thisreport. Until such time as the Chinese Communist
Party lifts its self-imposed veil of secrecy, explains its lies regarding the
early stages of the pandemic, and provides access to the WIV’s archives and sample
database, questions will remain as to the origins of SARS-CoV-2 and the

Japan suspends Moderna Covid vaccine after another million doses found
contaminated, bringing total to 2.6 million
Japanese officials have suspended the use of millions of doses of the
Moderna Covid vaccine after foreign substances were found in a number of
batches and two people died after receiving jabs from the affected lots.
The Japanese government discovered the contamination over the weekend in a
batch of the Moderna Covid vaccine in Gunma prefecture, close to Tokyo, forcing
officials to temporarily suspend use of the vaccines.
The decision to suspend a total of 2.6 million doses of the Moderna
vaccines comes after 1.63 million shots were halted last week following the
discovery of contaminants in some vials in a batch that was shipped to more
than 860 vaccination centers across the country.
While the source of the contamination has not been confirmed, Moderna and
pharmaceutical company Rovi, which manufactures the Moderna vaccines, said that
it could be due to a manufacturing fault on one of the production lines, rather
than anything more concerning.

A medida que la campaña de vacunación masiva fracasa
(en cuanto a los resultados prometidos), asistimos a un incremento de la
presión contra los “no vacunados” como chivos expiatorios de la crisis del
Covid, y también a una abierta -y fiera- defensa de las obligaciones
universales de vacunación.
Desde el punto de vista legal, no ofrece dudas que las
obligaciones de vacunación ignorarían la Declaración Universal sobre Bioética y
Derechos (artículo 6 como derecho internacional), las resoluciones de la
Asamblea Parlamentaria del Consejo de Europa sobre las vacunas Covid y el
artículo 8 de la Convención Europea de Derechos Humanos (Vavricka v. República
Checa (TEDH) no sería aplicable a las vacunas Covid debido, entre otras cosas
muy importantes, a la “inmunidad no esterilizante” ofrecida por las vacunas
(falta de prevención de la transmisión de la infección)).

tampoco escapó a su atención:

René Girard consideró las instituciones sociales como
los difíciles y adecuados sustitutos de la victimización, sin ignorar la
recurrencia del ritualismo sacrificial en la historia humana. La actual

Como epidemiólogos de enfermedades infecciosas y
científicos de salud pública, nos preocupan los impactos en la salud física y
mental de las políticas que predominan en relación a la COVID-19 y recomendamos
un abordaje que llamamos Protección Focalizada.
Provenientes tanto de izquierda como de derecha, y de
distintas partes del mundo, hemos dedicado nuestra profesión a proteger a los
demás. Las actuales políticas de confinamiento (lockdown) están produciendo
efectos devastadores en la salud pública a corto y largo plazo. Los efectos
(para mencionar sólo algunos) incluyen tasas de vacunación más bajas,
empeoramiento en los resultados de enfermedades cardiovasculares, menores
detecciones de cáncer y deterioro de la salud mental—lo que conducirá a un
mayor exceso de mortalidad en los próximos años, siendo la clase trabajadora y
los miembros más jóvenes de la sociedad aquellos sobre los que recaerá el peso
más grande de estas medidas. Dejar a los niños sin escuelas es una grave
injusticia.
Mantener estas medidas en pie hasta que haya una
vacuna disponible causará un daño irreparable en los menos privilegiados,

Adoptar las medidas para proteger a los vulnerables
debería ser el objetivo central de las acciones de salud pública dirigidas contra
la COVID-19. Por ejemplo, los asilos de ancianos deberían emplear personal con
inmunidad adquirida y realizar test al personal y los visitantes con
frecuencia. La rotación del personal debería limitarse. Las personas jubiladas
que viven en casa deberían contar con provisiones y otros elementos esenciales
enviados a sus casas. En cuanto fuera posible, deberían reunirse con sus
familiares en exteriores en lugar de interiores. Una lista exhaustiva y
detallada de las medidas, incluyendo un abordaje particular para hogares
multigeneracionales, puede ser desarrollada, lo que se encuentra perfectamente
dentro del ámbito y las capacidades de los profesionales de la salud pública.
Aquellos que no son vulnerables, deberían reanudar
inmediatamente su vida con normalidad. Medidas sencillas de higiene, como
lavarse las manos y quedarse en casa cuando se esté enfermo, deberían ponerse
en práctica por todos para reducir el umbral de inmunidad de rebaño. Las
escuelas y universidades deberían abrir para una enseñanza presencial. Las
actividades extracurriculares, como los deportes, deberían reanudarse. Los
adultos jóvenes de bajo riesgo deberían trabajar con normalidad, en lugar de
hacerlo desde casa. Los restaurantes y otros negocios deberían abrir. Las
artes, la música, los deportes y otras actividades culturales deberían
reanudarse. La gente que se encuentra en mayor riesgo podría participar, si así
lo desea, mientras la sociedad en conjunto disfruta de la protección otorgada a
los vulnerables por aquellos que han desarrollado inmunidad de rebaño.
